Zelenskyy Plans Global Peace Proposal to End Russia Conflict

Ukrainian President Volodymyr Zelenskyy is developing a “comprehensive plan” to end the conflict with Russia, seeking global support. Despite no current negotiations, Zelenskyy aims to present a detailed peace proposal within months. Meanwhile, tensions escalate with Russia and the US over reconnaissance drone flights.

Current State of Negotiations
At present, there are no ongoing negotiations between Ukraine and Russia. Public statements from Zelenskyy and Russian President Vladimir Putin indicate that the two sides remain far apart in terms of what they consider acceptable terms for a potential peace settlement. Ukraine maintains that Russia must withdraw its troops from all internationally recognized Ukrainian territories, including Crimea, which Russia annexed in 2014. On the other hand, Putin demands that Ukraine surrender more territory in the east and south, which Russia currently occupies.

International Support and Summit Outcomes
Earlier this month, Zelenskyy hosted a significant international summit in Switzerland, aimed at rallying support for Ukraine’s position. Over 90 countries participated, with most endorsing a final communique that emphasized the necessity of respecting Ukraine’s territorial integrity in any peace settlement. However, notable exceptions included India, which did not fully agree with the communique, and China, a Russian ally, which boycotted the summit in protest at Russia’s exclusion.

Battlefield Developments and Territorial Control
On the battlefield, Russian forces are making incremental advances, with recent claims of capturing a small frontline village. Russia currently occupies about 25 percent of Ukrainian territory and, in 2022, declared the annexation of four additional regions, none of which it completely controls.

EU Council Summit and Future Plans
At an EU Council Summit in Brussels, Zelenskyy announced that he would present a “detailed plan” to end the war within a few months. He underscored the urgency of the situation by referencing the high casualty rates among both soldiers and civilians.

Tensions with the United States and Drone Surveillance
Tensions have escalated between Russia and the United States, particularly over US reconnaissance drone flights over the Black Sea. Russia’s Defence Ministry warned that these flights, which it claims are providing intelligence for Ukrainian attacks, could lead to a “direct” military confrontation between NATO and Russia. The US insists that its drone operations are conducted in neutral airspace and in compliance with international law.
